CAN THE DISTRICT REALLY SAVE MONEY??
William Penn continually insists that they are in a budget deficit, but continue to refuse to listen to anyone as to how almost a million dollars a year is wasted, and the children of William Penn are the only ones to feel the effect. The numbers on the right are estimates, which are probably pretty close to what is being wasted.
Aramark (This is the outsourced company for William Penn)
They are under no current contract and the school pays them
In the range of $350,000 a year for their services. The school
Could hire a maintenance manger at $40,000 to do the job. $350,000
Outside contracts for lawn, snow removal. Two years ago the
Maintenance Director had William Penn grounds crew at his house
plowing snow in Springfield. What a waste of District Money. $55,000
Janitors are told by Aramark to replace all light bulbs every summer in
all schools. The ones that are working are tossed out. Why replace
lights that are working at $5 a bulb? $50,000
Aramark tells its janitors that they want 6-7 coats of wax on the floors
Every summer. Why? They only need 1-2. $35,000
The Condemned Quarry Street location cost the district $6000 a
Month. Plus water. This is for half a floor on the basement. $72,000
The District hires outside contractors like Oliver and Mechanical
Solutions for their HVAC repair, yet 2 HVAC mechanics work for
District. $45,000
At many locations, they rent trailers instead of building classrooms.
This is a very low estimate I think, but can be checked. $45,000
Locksmith cost instead of paying someone an extra dollar to
Make keys and change locks. $20,000
Fix roof leaks instead of concealing them with ceiling tiles. Ceiling
Tiles cost money. $30,000
The district hires outsiders to spray the weeds instead of
The grounds crew $10,000
With 2 HVAC guys being paid, only 1 knows how to work the
Johnson control system. He knows a little, so every time one
Of these schools has a problem, Johnson Controls must
Come out. This HVAC guys states, “He won’t show anyone how
To work it until he retires.” Why not get the other trained??? $35,000
Gas wasted on Staff going out of District to go home $10,000
Wasted cell phone minutes for all the district staff members
With blackberries. $20,000
Wasted dumpsters that never really get filled but sit for months $10,000

Amount of wasted money that District Residence pay $747,000.00
When the school district got all new vehicles from the flood at Quarry Street, instead of getting more pickups so they could hook plows to them, Rich Ulmer gets only 2 pickups, and the rest cargo vans. Now only 2 trucks can be hooked to plows, when they could have had 5-6 of them hooked to plows, saving thousands and thousands of dollars on hiring a plow company.
The parents of these schools also need to realize that all toilet paper, paper towels, light bulbs, cleaning materials, trash bags, and everything else are stored in a mold infested warehouse at Quarry Street.
Some of the schools have their sprinkler systems disconnected, which I am sure many parents would be irate at. This is a danger that would have no excuses or reasons.
Many of the fields of this District have NO bleachers, and the ones that do are against code.
Many of the schools do not have phone systems in the classrooms for security purposes, and ones that do, many do not work.
Updated Security cameras are functional at only 1 school, Penn Wood West. When will the other 10 schools get camera systems installed?
UPDATE: Superintendent Dana Bedden himself visited the Bell Avenue School and said that he wanted outsiders to put the playground set together instead of the William Penn Maintenance men.
